APRIL 2021 27 & VAF news notables In recent media reports you may have seen the NCAA charge a head coach for not demonstrating a "culture of compliance and monitoring of their staff." Here I will provide a brief overview of what "head coach responsi- bility" means. NCAA Bylaw 11.1.1.1 states that an institution's head coach is presumed to be responsible for the actions of all institutional staff members who report, directly or indirectly, to the head coach. An institution's head coach must promote an atmosphere of compliance within the program and monitor the activities of all institutional staff members involved with the program who report, directly or indirectly, to the coach. In determining whether a head coach promoted an atmosphere of compliance and appropriately monitored the activities of his or her staff, the enforcement staff will consider the head coach's overall communications, monitoring efforts, and activities that demonstrate his or her commitment to compliance, as well as the spe - cific circumstances surrounding the alleged underlying violation(s). A head coach can demonstrate a commit- ment to compliance, in part, through ongoing good-faith communication with campus administrators, the athlet- ics director, and members of the compliance and coach- ing staffs, including sport supervisors. Some activities that demonstrate head coach respon- sibility include meeting with the president, director of athletics, and compliance director to understand the university's position on compliance; discussing the head coach's expectations for compliance with his or her staff; attending and participating in ongoing compli- ance training or rules education; asking questions and monitoring his or her own staff to look for red flags of potential issues; notifying the compliance office when red flags are detected; and documenting activities that the head coach has participated in with his or her staff to demonstrate a culture of compliance. Ensuring compliance with NCAA rules is not only the responsibility of the compliance office. Ensuring compli - ance and institutional control is a shared responsibility of all members of the athletic department, including head coaches, under the head coach responsibility leg- islation.
