Compliance Corner Mixed Reactions Regarding New NCAA Rules In January 2013, the NCAA Board of Directors adopted 25 of the Rules Working Group Proposals to help simplify and deregulate the NCAA Manual. These take effect Aug. 1, 2013. However, there are three proposals creating buzz and concern among the NCAA membership. You may have read or heard how many of the coaches groups and conferences have expressed concern over these rules changes. The three proposals we will look at below have received significant scrutiny from the college coaching community. They would potentially increase the costs to member institutions and impact the work/life balance of coaches and staff. spond with a prospective student-athlete through a letter or email. What would this rule change mean? This proposal would create work/ life balance issues for coaches, as there would no longer be limits on how often a coach can call or contact a prospective student-athlete. Coaches would be able to call or communicate with a prospective studentathlete through any private means (e.g., text messaging, instant messaging) and as frequently as they would like. PROPOSAL 11-2 ATHLETICS PERSONNEL PROPOSAL 13-5-A RECRUITING Currently, only countable coaches within prescribed sport limits may perform recruiting coordination functions. Those functions include athletics evaluations, selection of prospective student-athletes and making telephone calls to prospective student-athletes (or their parents, legal guardians or coaches). What would this rule change mean? This proposal would allow any institutional staff member to perform the above functions. As a result, institutions could face a major increase in operational costs to hire additional staff members for these recruiting functions (placing calls to recruits, writing recruits and analyzing film of recruits). PROPOSAL 13-3 RECRUITING Currently, there are restrictions on how often coaches can have recruiting communication with prospective student-athletes and the form of that recruiting communication. For a majority of the sports, coaches may only call prospective student-athletes once per week and can only corre- Currently, there are restrictions governing what type of recruiting materials and video/audio materials that may be provided to prospective student-athletes. Institutions are limited to providing or sending general correspondence, business cards, camp brochures, questionnaires, non-athletics institutional publications, NCAA education material published by the NCAA, game programs, pre-enrollment information, institutional notecards and postcards. Additionally, these materials may only be sent through regular, first-class mail. What would this rule change mean? This proposal would no longer limit what institutions could send to prospective student-athletes. As such, costs could skyrocket as institutions will creatively come up with material to send to prospective student-athletes to get their attention and "outdo" their rivals.
