At the beginning of August, the Division I Board of Directors restructured how schools and conferences will govern themselves starting in the 2014-15 academic year. This change is referred to as the "Autonomy" model for the five major conferences. The new model grants flexibility to schools in the Atlantic Coast, Big 12, Big Ten, Pac-12 and Southeastern conferences to change rules for themselves in a list of specific areas within Division I. The legislative process for these 65 schools, which could begin as early as Oct. 1, includes three student- athlete representatives from each conference (15 total) who also will vote on rule changes within those conferences. The guiding principles behind this new structure are to provide transparency in the decision-making process, allow for the student-athlete voice in the decision-making process and ensure that the legislative change is supported by the 65-member institutions. The specific areas that the five conferences will be able to provide greater flexibility for student- athletes include: health and wellness, meals and nutrition, financial aid, expense and benefits (student-athlete support and pre-enrollment support), insurance and career transition, career pursuits, time demands, academic support, recruiting and personnel. This model allows the five conferences, their member institutions and student-athlete representatives to act on legislation for the permissive use of resources to benefit student-athletes as well as on certain well-being issues. Over the course of the next few months, the UVa athletics administration will be hard at work review- ing proposed legislative changes in the above 10 categories during the fall 2014 semester.
