That allows schools to best decide how to man- age the 29 preseason workouts. 10TH ASSISTANT DELAYED When former Notre Dame quar- terback Tom Rees was hired in Janu- ary to coach the Irish quarterbacks, it was under the assumption that the NCAA would pass legislation allow- ing a 10th assistant coach. The NCAA did approve a new 10th coach, though not for this season. That will go into effect in January, meaning Rees will coach the 2017 season as a graduate assistant. Rees, 24, is allowed to perform the full duties of a full-time Irish assis- tant with the exception of off-cam- pus recruiting. He can still contact recruits by phone and social media. "My role is not going to change regardless of the title," Rees said shortly after he was hired. "I'm here to coach the quarterbacks. … That's why I came here. T:7.25" T:4.75" MORE NEW NCAA RULES Additional NCAA legislation was passed at the April meeting: • It prevents Football Bowl Subdivision schools from hiring people close to a prospective player for a two-year period before and after the player's anticipated and actual enrollment at the school. For example, a parent, high school coach, or AAU coach cannot be hired in a support position two years before or after a prospect signed with a school. The rule does not apply to full-time position coaches on staff, only support roles. The rule has strict consequences for resource-rich programs like Alabama and Michigan, who have hired a number of former prep coaches with ties to high-profile recruits in recent seasons to support positions. • FBS schools are now limited to signing 25 pro- spective and current players per year. While this rule likely won't impact the Irish this coming season (they are not expected to have 25 scholarships available), it'll curb the trend of over-signing. In the past, schools could get around the rules by enroll- ing players early or greyshirting, which is delaying enrollment until the spring of the following year. • Summer camps, made most popular by Michigan's Jim Harbaugh, are now limited to 10 total days in June and July. Instead of going all over the country to hold satellite camps — $334,712 for the nearly 40 known Michigan camps last summer, according to The Detroit Free Press — the amount and time frame are now limited.
