& VAF news notables Beginning August 1, 2019, a new transfer exception will become effective for a select subset of student- athletes. Currently, a walk-on student-athlete in baseball, football, men's basketball and women's basketball must qualify for another four-year trans- fer exception to avoid an academic year of residence upon transfer to another Division I institution. The NCAA membership decided that in the spirit of fair- ness, a student-athlete who does not receive athletics aid or attend an institution that does not offer athlet- ics aid and was not recruited, should be permitted to explore other athletics and academic opportunities without being required to fulfill an academic year of residence at another institution. As such, NCAA proposal number 2018-103 was adopted and will permit student-athletes in the sports of baseball, football, men's basketball and women's basketball to transfer and be immediately eligible at a new Division I institution provided: 1. The student-athlete's previous institution does not provide athletically related financial aid in the sport and the student-athlete was not recruited by the previous institution (e.g., a student-athlete who attends an Ivy League School); or, 2. The student-athlete's previous institution pro- vides athletically related financial aid in the sport and no athletically related financial aid was received by the student-athlete. By adopting this piece of legislation for those student-athletes not on athletics aid or not recruited and not on athletics aid, student-athletes have an op- portunity to be immediately eligible if they decide to leave their original school. Further, if a student-ath- lete meets one of the two provisions outlined above, the new school no longer must submit an NCAA waiver seeking immediate eligibility.
